DESIGN-BUILD: CONSTRUCTION OF THE GRAND GEDEH COMMUNITY MULTIPURPOSE PARK – ZWEDRU CITY, GRAND GEDEH COUNTY

The Grand Gedeh Association in the Americas (GGAA) invites eligible, qualified, and competent construction companies duly licensed under Liberian law to bid for the design, construction, and completion of the Grand Gedeh Community Multipurpose Park in Zwedru City, Grand Gedeh County, Liberia..

The proposed community park aims to provide a safe and accessible recreational space for the students of Grand Gedeh Community College and the surrounding community.

The facility will feature a basketball court, soccer field, walking trail, volleyball court, restrooms, bleachers with benches, stationary grills and tables, tennis court, kickball field, memorial park, parking space, activities hall, children’s playground, and administrative building.

About the Design-Build Approach

This project will be implemented under a Design-Build model, a modern and efficient project delivery method in which a single contractor is responsible for both the design and construction phases. Under this approach, the selected firm will prepare the architectural and engineering designs, secure necessary approvals, and execute the full construction works based on approved specifications.

This integrated method promotes innovation, time efficiency, cost control, and accountability, as the same entity is responsible for end-to-end delivery of the project.

Objectives

  1. Provide a modern recreational space for students and community members.
  2. Promote physical activity, health, and well-being.
  3. Foster community engagement and socialization.
  4. Enhance the aesthetic appeal of the college campus and surrounding community.

Design and Layout

The park will be designed to maximize space efficiency, accessibility, and user safety. The proposed layout includes the following components:

  1. Basketball court (60 x 40 feet)
  2. Soccer field (120 x 80 feet)
  3. Walking trail (¼ mile)
  4. Volleyball court (60 x 30 feet)
  5. Male and female restrooms
  6. Bleachers with benches (seating capacity: 200)
  7. Tennis court
  8. Kickball field
  9. Memorial park
  10. Parking space
  11. Activities hall
  12. Children’s playground
  13. Administrative building
  14. Kitchen and storage space in the activities hall
  15. Memorial Garden
  16. Track & Field
  17. Swimming Pool

Eligibility Criteria

  1. Valid Business Registration Certificate and LRA Tax Clearance.
  2. Proven experience in delivering comparable public works (parks, stadiums, community infrastructure).
  3. Technical proposal (methodology, workplan, timeline, and materials/specifications).
  4. Detailed financial proposal (itemized BoQ, payment schedule, and cost-efficiency measures).
  5. Professional affiliations (e.g., Engineers Society of Liberia) and CVs of key personnel.
  6. Evidence of financial capacity (bank statement or credit line).

Evaluation and Award

Evaluation will consider technical merit, cost-effectiveness, experience, and compliance with specifications, consistent with the PPCA’s principles of fairness, transparency, and competitiveness.

The GGAA reserves the right to reject any or all bids and to negotiate with the most responsive bidder.
